If the amount of radiation emitted does not equal the amount absorbed, the object's temperature will change over time. If the object is in radiative equilibrium, the temperature should remain constant. This is the balance state that nature tries to establish if it is not already the case.

Pretty much all radiating bodies are in or are moving toward radiative equilibrium, even non-blackbodies.
